Bio for Dr. Tom Gaines

Dr. Tom Gaines served as an administrator in federal and state governments for over 20 years and as a public service faculty member and administrator at the University of Georgia for 14 years. Upon his retirement from UGA in late 2003, he was serving as Interim Director of the Georgia Center for Continuing Education and prior to that assignment served as Deputy Director of the Carl Vinson Institute for Government at UGA. He holds an undergraduate degree in education, a master's degree in governmental administration, and a doctorate in public administration.

Dr. Gaines has been an ordained deacon for 40 years and has served in a variety of leadership positions in the Southern Baptist churches in which he and his family have held membership over the last 42 years. He has been a Bible study teacher at all age levels, department director at several different levels, and has served on and chaired numerous committees within the church. He presently serves as volunteer Director of Median Adult Bible Study in his church, as chairman of the Personnel Ministry Team, as chairman of the 2008 Nominating Committee, and as a member of several ad hoc committees.

He and his wife, Marlynn, have been members of First Baptist Church, Snellville, Georgia for 25 years and are the parents of three children and seven grandchildren. They reside in Grayson, Georgia and have been residents of Gwinnett County, Georgia for over 30 years.

Dr. Gaines has had several articles and papers published, most of which pertain to leadership and management and has served as a featured speaker and facilitator at numerous conferences and workshops throughout America. He has served as president of two national professional organizations and as a member of the Executive Board, National Certified Public Manager Program. He helped organize a community bank in Gwinnett County and served on its Board of Directors for 11 years, including one term as its Vice Chairman. Since his retirement from UGA, he has done business under the company name of The Institute for Leadership and Ethics, Inc., providing leadership training and consultation activities for several Georgia state government organizations and for several administrative units at UGA.
